Sandlash isn't really a very good Pokemon. Snorlax, Gyarados, Lapras, Magnamite, Golem sometimes. For defense I usually use Snorlax or Vaporeon. In general, you would only prefer a lower-IV pokemon over a higher IV one of the same type if there's a significant difference in level which makes the extra candies to power the higher IV one too expensive to be worth pursuing. Since attack contributes more to CP, and since Sandslash has lower base stamina than base attack, getting a Sandslash with low Atk IV and high Stm IV might be preferable to balance its stats a little bit.
